A flagship programme namely "Rural Transport Connectivity Scheme (renamed as Biju Goan Gadi Yojana)" was launched by the State Government in the year 2013-14 with the objective to ensure public transport connectivity to un-serviced under serviced, scheduled and backward areas including LWE areas. The scheme was included under priority area agenda of Government during November 2015 aiming at providing stage carriage connectivity to all the unconnected Gram Panchayats of the State. Accordingly in principle, every Gram Panchayat is now considered as a unit wherein assured services are being extended.
The scheme has been implemented in 3 phases across the State covering all 30 districts. The Department has outlined criteria for smooth implementation of the scheme across all geographies of the State, broadly.
- Permitting small passenger (7-32 seater) vehicles under the scheme.
- Conditional exemption of Road tax, Permit Fees & interest subsidy on vehicle loan.
- Formation of Block / Sub-Division / District level committees for timely implementation and effective monitoring of the scheme.
A fleet of 556 BGGY vehicles are in operation under the scheme as on 31" March, 2019. Out of 6802 GPs in the State, 6750 GPs are connected through BGGY vehicles and also with stage carriages.

Balance 52 GPs remain to be covered out of which 44 GPs are inaccessible for providing connectivity under the scheme. The all-weather connectivity to these GPs is taken up with Works and Rural Development Department.
Collection of Motor Vehicle Revenue (Tax & Fees)
Under the provisions of Odisha Motor Vehicles Taxation Act, 1975 and Odisha Motor Vehicles Taxation Rules, 1976, Motor Vehicles Tax shall be levied on each motor vehicle used or kept for use within the state of Odisha at the rate specified in schedules. Collection of MV. Revenue (Tax and Fees) for last three years is given below.
